Development programme for HM Land Registry

Summary

The Land Registry’s aim is to maintain and develop stable and effective land information systems for England and Wales. This is to be delivered during a period of significant change in which the business needs to: cope with the pressure to maintain its high customer service reputation; the continuous development and delivery of new services; the investment in e-conveyancing and new back-office systems. 

The implementation of these changes requires the commitment of its staff, led by their senior management teams (SMTs). HMLR commissioned ER Consultants to design and deliver a development programme for all 32 SMTs throughout England & Wales, and Head Office, based on our earlier analysis of generic skills gaps.
 
Importantly, HMLR needed each SMT to have a programme tailored to their needs, within agreed parameters. Therefore, part of ER Consultants’ task was to undertake local analysis with the SMTs and speedily design events to suit.
 
Following completion of the programme and as the changes continue to roll out, the SMTs are experiencing the highs and lows of implementation. While their business performance has remained stable, clearer focus and priority-setting are now in greater evidence, and their change approach is improving as HMLR continues to gain from experience.
