Improving underground rail maintenance productivity
Summary
In 2003 Metronet, a consortium of Atkins, Balfour Beatty, Bombardier, RWE Thames Water and EDF Energy, won two 30 year Public Private Partnership (PPP) contracts for upgrading two-thirds of London Underground's infrastructure. The contracts total £17bn and cover trains, stations, signalling, track and tunnels.Under the PPP Metronet is committed to improving its performance by 40% over 30 years. In summer 2003 it engaged Boxwood to help with a comprehensive performance improvement programme.
The first project of the programme focused on TrackForce – Metronet’s track maintenance division. Rail track maintenance is labour intensive and undertaken at night in physically demanding conditions - productivity had changed little in previous years. However in only 16 weeks Boxwood helped TrackForce increase productivity by:
• 200% for Spot Sleeper Replacement
• 83% for Track Renewal
In addition Boxwood also trained and coached 62 TrackForce staff in performance improvement. They subsequently increased productivity by:
• 250% for Spot Sleeper Replacement
• 329% for Track Renewal
These improvements saved Metronet £4.9million and enabled a key project to finish early having been forecast to finish one year late.
