Summary

In 2004, responding to targets set by the Government’s Efficiency Review and the DTI, the Competition Commission undertook a major change programme to make efficiency savings and refocus its culture on efficiency and continuous improvement.

The Commission has a self-imposed stretch target of 20% cost savings, to be achieved by 2007-08. With the assistance of consultancy, Hitachi Consulting (as Impact Plus), it has identified potential savings of 17% over three years, 50% of which are scheduled to be delivered by March 2006.

By gradually building trust amongst the Commission’s staff and overcoming their fears and scepticism over the concept of efficiency improvement, Hitachi Consulting has inspired an attitudinal shift within the Commission so that it now embraces and strives for ever greater efficiency.

The Commission’s staff now have a better understanding of the knowledge, skills and techniques they need to continue to drive forward their own efficiency programmes.
